He reported an order from someone else to Guernica. It wasn’t Lucci that was calling the shots. Lucci just give him the information that his mission changed and he needed to capture Nico Robin too. It wasn’t Lucci decision and it didn’t make him superior ranking wise.

Also why Guernica would report to someone inferior ? Lucci is the one who gets reported to and orders around
