Bounties are highly contextual, and their usefulness in power-scaling deteriorates the further removed they are from the present story.
Only when two characters in similar circumstances receive their bounties at a similar time does bounty-scaling become truly relevant. For example, Mihawk and Crocodile received their bounties at the same time and under similar conditions (both being viewed as Cross Guild executives), yet Mihawk received a significantly higher bounty. The only explanation for this is that there is a large power-gap between the two.

Coby received that CG bounty for babysitting some fodder civilians, while Law was pulling strings and Teach/Wang Zhi were going at it.
He is a hero, just like a firefighter is a hero. He did well protecting lives that day. But yea, because a hero title is held in great regard in the Navy, CG values him higher, cause taking him out is a decent hit to the Navy's image. It's a morale booster for pirates.

i personally think marines bounty is more about rank (as base for bounty) and fame (as multiplayer) Koby bounty is much higher than other captain Because of his fame but he probably is Weaker or at best same level as RA like Drake and Grus
probably for CG destroying Marines face by killing famous marines is much more important than actually killing strong marines because it will be hard for most people that are after their bounties

Yes DR Luffy would be stab by Shiryuu but he wouldn't fall that easy on this trap. He would help Garp knocking fodders with his CoC. He would be taking fodders and probably the weakest commanders like Vasco Shot and Sanjuan Wolf. Probably would need G4 against Avalo Pizarro. He would be helpess against Shiryuu and Aokiji but taking care of the others and not being caught by trap would be helping Garp too much already.
