So I think this is a better place to continue the discussion I started with

Which is that Nagumo is currently the strongest Order Member and relative to 100 percent prime Sakamoto, with Sakamoto having the edge.
First, to showcase that Nagumo is clear of the rest of the order.
Nagumo is the only S rank order target that we are aware of when the bounties are issued. It's been brought up numerous times only for him.
And he took out the second strongest assassin on the list with ease
Apart>Minimalist>Dump>Saw
Sakamoto had much much more trouble with Apart.
Even though Sakamoto got plenty stronger than 30 percent, because Grandma helped him.
And when Grandma was telling Sakamoto how weak he is, she made it a point to compare him to Nagumo
Saying he is much much weaker than Nagumo now, showcasing that they used to be comparable.
And of course the rivalry doesn't end there.
Sakamoto Nagumo and Akao were the 3 most promising from their group
And even though Sakamoto was primarily a gun fighter he is only 5 points ahead of Nagumo in that even though Nagumo does not fight using guns at all
To go back to the order and the bounties issued.
When Kashima shows the bounties we can see that the order is
Nagumo
Sakamoto
Shishiba
Osaragi
This is important because we get to see and establish the order. And it's been repeated. So from there we can see that ostensibly Shishiba has been afforded an A rank
Shishiba is the senior to Osaragi and tasked with teaching her so it is assumed that she should be weaker than him at the moment at best equal/comparable, this giving her an A rank to or slightly higher at best.
Nagumo is the only guy with the S rank that we're told of.
Now this can be an underestimation because I myself don't believe that Shishiba is weaker than Minimalist for instance, but it is clear portrayal in favour of Nagumo.
Takamura may be the odd one out because he's always serious, but we don't have more info as of now, but imo it's clear that Nagumo sticks out the most and is the strongest Order Member and clearly relative and comparable to Prime Sakamoto.
