Not heavily, its about how much of a threat u r to the world government.
That's not exactly true. Even though the Yonko have the highest bounty, people like Nico Robin and Clovis are probably bigger threats to the WG, so much so that the Gorosei directly interfered in Ohara.
You understand what correlation means right?
If we grouped people by their bounties, e.g.
10-20k {Buggy, Arlong, Krieg, ....}
100k {Bobbin,......}
500K {Ace,...}
1B {Yonko Commanders....}
2B {Blackbeard...}
3B {...}
4B {Most of the Yonko...}
And then looked at the ascending list of people according to bounty,
It's clear Bounty is highly correlated with strength and power. We if pick a random person from the 100k, most likely they have no chance against someone from the 4B bracket, or even the 1B bracket.
And even inside the One Piece World, bounty is the primary way for people to brag or frighten people with:
like Bellamy not believing Luffy's bounty, Nami using Luffy's bounty to frighten the banker in Water 7, the Supernovas and Worst Gen
completely based on bounty, the Beast Pirates bragging about their captains bounties, etc......
There are exceptions of course, mostly from new pirates and criminals like the mugiwara, who have only pirating for a few months. The marines issue bounties based on "feats", so of course newcomers will not have bounties that reflect their true power. The marines simply do not have enough information about them to give them an accurate assessment. That's where we get people like Luffy, BB, and the worst gen skyrocketing their bounties.
But lifelong pirates like Katakuri (who is almost as old as Kaido himself) and Queen do not fall into this category and we can reasonably they are well-known for the Marines to give them a fairly accurate bounty.
