Not everyone needs this to be an interesting character. Coc is supposed to be rare and if everyone who is strong willed secretly has it it loses it's uniqueness and appeal.

I mean it's still rare as if you compare to notable characters overall in series, not many will have it even adding Strawhats.

Jimbe has passed his prime for unlocking coc. If Zoro has Coc, sanji must also have it. Ace unlocked Coc at the age of 10 or so, luffy also unlocked it young. non of the strawhats have shown any trait of a conqueror.

Sanji's level of AP is mid Scabbard tier at the very best judging from his feats + what we at least know he has arsenal wise, regardless of what he may have or not. So if that's called hurting then very well. We will see if Oda will empower it or not for any reason.
