Well seeing as there was a conversion, there is still a possibility that it is kinda like vampires, that they can vote. But perhaps everyone they tried targeting had some sort of protect on them and that's why it failed?

I would have chosen an Invest ability. Or something like the End is near. It‘s basically an Invest ability since it shows who used a negative action on you.
