Joyboy as an individual is still unknown. All we know is that he's famous for having someone else's power... his best friend can't even tell the difference now that someone else has it.

He is still known and two ppl spent a bulk of their lives obsessing about hi. Can't say the same about Ryuma. Kaido has been in Wano for over two decade and didn't name drop him once. Hell, Enma got more props from Kaido than Ryuma

Within the context of Wano, which is one of the most powerful countries in the world (second only to Elbaf probably) and also for historical reasons the most essential country to conquer for the WG:

• Ryuma was known as the god of the blade
• Worshiped like a deity despite knowing of Oden and his power. The loss of Shusui threw the country into a great depression. Both Scabbards and Hiyori are willing to trade Oden's blade for Shusui
• Ryuma was the sole force to fight off the entire WG
• Ryuma's existence alone cast fear into the outside world centuries later

And while Ryuma's hype was purely power based, Joyboy in the first place had the role of the liberator, who brings joy to the people of the world.
