Your logic literally does nothing to state whether or not an arc is small or large lmao.
People swore up and down that Egghead would be short and be max 20 chapters long. And now we are on the cusp of a full conflict with an Admiral and a Gorosei.
Elbaf's villain could be Loki. It could be the God Elbaf. It could be a revived Rocks. It could be whatever Oda wants.

then worst generation would a complete waste of time since they wouldnt have played a role ( bar luffy) in overthrowing other powerhouses.
I think its playing on the idea of luffy having numerous competitors that begin to fall short as the story progresses clearing the path for him to eventually get the title.

But the worstgen did turn out to be a complete waste of time lol. They turned out to be irrelevant minus Law.
The numerous competitors could have been handled where the worstgen were fighting against each other. Kidd defeating Apoo, Killer defeating Hawkins, Drake defeating Capone, Urouge vs Kidd, etc. Then you have 6 worstgen member instead of 12 where 6 were knocked out of the race. Then Luffy, Zoro, Law will be the last three standing where Bonney, the only female, continues to cry asking what happened to Kuma lol.
