Headcanon based on inferences from manga fact and predictions of the future.
Fleet Admiral Akainu needs to be beaten by Luffy to signfy the defeat of the marines. His haki will have bloomed from his successive wins against WBs crew and Aokiji and to fit his new role above the rest of the admirals.
Shanks stopped Kaido without any injuries and not only stopped him, but arrived himself, and he will be relevant after Big Mom/Kaido have been taken down this arc.
Garp is Roger level, so a few notches stronger than Old Ray, he no diffed YC1 Marco, which Kaido did to YC1 Luffy, so at least on par, but he has more balls and grit than either Big Mom or Kaido from his rox days.
Dragon is hyped as the leader of an important organsiation and will have to be on par with the other Monkey Ds at the time he starts to be plot relevant otherwise it will feel strange. If he is weaker than the admirals he wouldn't be the most wanted man, they'd just get an assassin and find a way.
