It has to be considered how long Oden had Enma with him before he mastered it. Zoro is now using it casually after 4 days of training with it. So, we can't say that Zoro wouldn't have been able to use it if it was given to him when he was 18.
However, Oden does look quite strong and appears a more buffed-up version of Zoro in terms of strength (in terms of personality, he is 100% Luffy though).

You're completely missing the point; it's not a case of how long it takes someone to master it. You literally have to be at a certain level of strength to be able to use it at all. So the Oden we've seen this chapter has to be at least as strong as current Zoro, but Oden used the sword in actual combat so he should be given the edge

I guess I am slightly missing the point. But again, when Enma was given to Zoro, he was able to use it without exhausting himself. So, while not mastered, Zoro was strong enough to use it. Now, Zoro said that Zoro would be 'even stronger' once he masters Enma. That doesn't say anything about his power-level pre-Enma in relationship with Oden's power-level.
So, now, the question is would Zoro be able to use it when he was 18. I am inclined to say no cause Zoro didn't have the ability to use Haki back then.
