For base Zoro, yes. They fought the same character, that's basic powerscaling.
At the end of the day we have Zoro dancing around Lucci and not using named attacks compared to G5 being tagged multiple times, having conqueror's haki blowing shit up and using 3 named attacks to give Lucci a scratch on the cheek.

Saying a character "keeps up" with someone implies a hierarchy where the character keeping up is supposed to be an underdog. I would never say Zoro is keeping up with Lucci because I don't think Lucci >= Zoro.

Oda knows he created a monster and the only way to drag the manga is too remove Zoro from the main plot and give him gimmick fights, invincibility, invisibility, etc.
The last step is to make Mihawk all of that and more.
