Riboku + his personal subs, at the time -> doesn't outright best the combination of Renpa and his Four Heavenly Kings in a head on battle with even numbers. Renpa is a phenomenal commander, amongst the best, but it's the overall combination of him + his seasoned giga-liutenants that was insane.
However just in terms of pure individual level of the commander, Riboku over anyone in a armies battle (except maybe bar Kouen due to my wank
