When did Oda make Ryuma Zoro's ceiling? We don’t even know how strong Ryuma is anyway.
I don’t remember Zoro’s goal being to become the best swordsman of all time in the history of humanity , just to be number one in the world.
So what’s the problem with Prime Rayleigh being stronger than Mihawk?
And if he wasn’t, how do you know Mihawk is massively stronger than Rayleigh?

Ryuma is at least significantly stronger than Oden (who was minimum admiral level and gave one of the strongest characters PTSD for 20 years) due to his portrayal as a sword god and Shusui being a national treasure and it being a black blade. Even if we don't know how black blades are forged, Oden don't get the nonsense of not living "the way of blade" that is used for Shanks or Roger.
Zoro gave Zoro three swords to make him greater than Musahi who is considered the goat. Zoro saying he wants his name to be so greater that it reaches heaven. Past or present, there won't be a single swordsman above Zoro.

And, look at some of the 🤡 arguing what happened in the chapter doesn't apply on Luffy.
Roger - Ray - Gaban aren't M3 ceilings.
What chapter said is Roger - Ray and Gaban were relative to each other - more or less equal.
This kind of implies M3 would be relative in strength as well.
If Luffy's ceiling is Joyboy then Zoro and Sanji would almost be on par.

Zoro not saying himself doesn't change much, Oda already said his goal to him three swords was to make him greater than Musahi, him surpassing all swordsman is just a matter of time
Ryuma does have better portrayal, the nickname was given to him due to his feats of protecting Wano and forging a black and slaying a dragon, Oden is nowhere near Ryuma within Wano. He's closer to Hyogoro than he is to Ryuma.
