All the Scrubbards without exception,all of that dumpster of humanoid animals without exception, Lolden, Momehnosucks,Yamatrash,the numbers ,Lama,Oroshit,Woman Hitler, all the users of smiles,the worst generation.
I consider Apoo a exception among the worst generation. Nobody expected anything from him but he ended up being a successful character. He is one of the few examples of a true pirate in Shit Piece.

13. Zoro, so zoro get his power upgrade because his sword are new right? I thought swordsman based om skill not on sword

Especially of the 10th titanic captain gets revealed
Though Yamato should be the main answer. So much of Towel's value came from being the next potential nakama and the campaign that happened throughout Onigashima. All that build up and teasing just to slap on the Vivi/honorary nakama treatment alongside Kin, Momo, and Tama.
Unless Act 4 happens we probably won't see Towel again until the next cover story and/or the final war.
It stings to think about how all those marathon panels and such could've been utilized better.
