Its the most reasonable choice. I don't think she would want to be Admiral in the current system (means becoming a slave to the celestial dragon).

Vegapunk is the only person known so far that could cure the the people of Ebisu. Hiyori made a big point about the cruelty of not being able to cry for their loss. I can't see Oda not resolving that plot point.
Orochi needs the greatest scientist to correct the SMILE fruits to create their strongest army.
It seems impossible that the WG would even give up the genius. However, I am not so sure...
