Can we talk for a moment about how much of a kindhearted and brave figure Tashigi is? Imo, she's easily one of the noblest characters in the series. She joined the Marines and became a swordswoman, positions which are notoriously tough for women to excel under, yet she chose to join in order to make the world a better place. I just love how unapologetically selfless she is. Even her dream is born out of an innate desire to help people by taking the meito away from wicked owners. And from what we know, she wasn't spurred on by someone like Coby was by Luffy. She seemingly made that decision to rise up on her own.
And despite all the hardships she's endured, she keeps at it because she believes in her own justice and what is ultimately the right thing. One which isn't dictated by a corrupt system. And even if that means becoming an enemy of the very thing she pledged loyalty to.
I can say with full confidence that Tashigi is a true hero in the One Piece world.
