--Gura gura no mi's speciality lies in its DC and AOE attacks. In open sea , its power is unmatched as it can create tsunamis and what not.
--Till to this date it has biggest AOE attack in tilting MF.
--That being said its AP is not that special. A bloodlusted attack from WB only K.O.ed Akainu for some time. Both akainu and BB were able to take point blank attacks to their heads and were not K.O.ed.
--Gura's AP can be replicated with high end adv coc attacks like Kamusari , WSG , Roaring TB etc.
--Till to this date it has biggest AOE attack in tilting MF.

1. It has greatest AOE damage, greater than any devil fruit so far , it can split islands in two like Marineford plaza , it can tilt entire island or cause tsunamis large enough to sink them. ( Ace novel which is canon mentions Whitebeard destroying entire island with Gura ).
2. Akainu hit to the head against Whitebeard was just simple Haki punch not Gura attack , second attack that did follow was actual Gura attack that managed to knock down Akainu and gave him internal bleeding . Every attack that can do this to an admiral is not overrated.
3. Blackbeard defended himself with Gura against Law awakened attack , something Big Mom proved incapable of doing so not sure how this is a downplay.
4. Kaido devil fruit is zoan not paramecia it mainly increases user own attributes so they cant be directly compared but Kaido relied mostly on his Kanabo and Acoc attacks to deal some real damage . Feats that come directly from his devil fruit did not display more attack power than Gura. So better yes , stronger no.
5. Big Mom fruit is honestly garbage compared to Gura . I kinda like Big Mom so just today I took my 99 - 103 one piece volumes and read all the parts with Big Mom paying special attention to her feats and homies.
Prometheus :
- Heavenly fire got dodged by Jimbei and tanked by Reiju without damage (at whole cake island )
- Heavenly bonbons got tanked by Law , Kidd and Luffy in competiton who reacts first loses, damage 0
- Stolen fire hit Law , but he was up literally seconds after without any damage.
Zeus :
- Indra gets tanked by Killer.
- God of lighting Tenjin gets tanked by Law , Zoro , Luffy , Kidd and none recieves any real damage except stun for couple seconds.
Napoleon :
- Ikoku gets tanked by Kidd
- Cognac gets easily blocked by Jinbei .
When all 3 combine we got :
- Misery which didnt do shit in manga
- Masser canon only attack that managed to do something by knockin out Ulti.

This , I usually don't agree with your views but we have barely seen quack fruit going all out as it effects enemies and allies similarly.
USER can't control who to effect , it's AoE ability and everyone in it will be caught in it.
Roger vs WB , island was way too small , WB could have sunk it easily.
But instead used haki only against Roger and in final moment Gura , only to small magnitude which was already shaking The island when Oden was leaving.

To be honest if Kaido didn't have that world strongest creature / pirate titles there would be nothing that would put him above Big Mom in my opinion.
Both are huge and powerful , both are durability monsters , their Haki clash was equal when they split the sky and they fought 3 days without any significant damage done to either.
