Mihawk is irrelevant in bigger picture of this manga which is race for one piece. Without Zoro there would be no Mihawk , he does not have any purpose in story except that one day he will be surpassed / defeated by Zoro.

Why does it matter what Saint Shanks wanted?

Is WSS something Mihawk wanted, or just what he is? It's not even the same comparison, because Saint Shanks isn't Pirate King while Mihawk IS the WSS.

We are explicitly told that Saint Shanks was Mihawk's biggest rival and both the World Government and Whitebeard have knowledge of this, yet they still believe Mihawk is the strongest swordsman.

The original post I quoted was trying to imply that Mihawk is a "failed rival" of the Yonko just like Crocodile and Moria, lmfao. I don't care what other accolades Saint Shanks has. Mihawk is obviously the outlier of the Warlords, as indicated by his Yonko-level bounty as a "subordinate" while no other OG Warlord has even cracked 2Bil
