The Warlord system is a two way street, the WG freezes his bounty in exchange for Mihawk answering summons (which he hardly did) and fighting for them (which he did once...but left before being officially dismissed). He also trained one of the pirates responsible for destroying EL. Not really the actions of a "dog of the WG".
