I don't think Sora is a World Noble but the possibility is there.

It's possible that Sora is related to Jupiter and also maybe at some point she decided to leave Mary Geoise.

If that's the case then that would make Sora a former World Noble and if she is related to Jupiter, then that would also make Jupiter a relative of Sanji.

We don't know Sora's original last name and her life before she met Judge still remains a mystery.

Sora is a Japanese name, and most of those ended up being from Wano.
Ju Peter is nowhere near Japanese sounding.
