I would be surprised if Gaban doesn't have CoC - being equals to Roger and Rayleigh without CoC would be wild. I personaly think every Top Tier should have CoC, it should be standard at that level. How can some YC's have CoC, but Top Tiers like Admirals so far not confirmed? Makes no sense to me.

And there is a high chance that he doesn't show all of his cards against Luffy out of the blue, but holds them to an actual enemy in the arc (starting by the fact that he isn't wielding his axes i believe...)
