I also think if PoL is a Haki related ability, Sanji's feats so far demonstrated its effects on Armament (blocking Kizaru's laser) and Observation (Lady Radar), not Conqueror's.
Hyogoro's explanation is the same as Zoro's teacher, because, in Wano, Ryou = Haki.
It's the ability to infuse your Haki into your weapon. That's even how the Kujas mostly use it. Nothing special.

Given his past as a former Wing of the Pirate King, it's all but a given Gaban possesses at least CoA Emission, if not both Emission and Internal Destruction.

But Oda never said you need to master every advanced form of haki to be at the top, it might just be MC privilege because he's the future strongest character in the verse.
I don't see what the fact ACoA wasn't enough to take down Kaido, or the fact Gaban can use FS and CoC coating, has anything to do with whether he has ACoA. It's very simple to me, those who were born with CoC and have the potential to be among the best fighters in the world can get CoC coating in addition to ACoO/ACoA, but the only ones who can get both ACoO and ACoA are true haki prodigies like Joy Boy, Luffy and possibly Roger. I see it as an extremely rare and difficult achievement.
The other ones with lower potential, like Gaban, Rayleigh, Zoro and Sanji, can only get either ACoO or ACoA, depending on their haki specialization, and combine it with CoC coating. That would explain why Kaido was never clearly shown to be capable of using ACoA either, he only seemed to have ACoC and FS. And BM was never shown to be able to use FS.
You could be right, I'm not saying I'm 100% convinced what I'm saying is true, but that's how I feel right now.

We know, today, that what Zoro used against Daz Bones and mastered against Ohm's iron dial was, indeed, Ryou (not ACoA).
Why he didnt use it, or it didnt work on Enel? Ask the retcon man.
We even learned that Tekkai from cp9 is also CoA during the jimbo vs whoswho fight.
