He did tho. He first was looking around, but then looked at the ground where Sanji was, right before he got kicked. I don't have the panel, i am currently on my phone.
Serious question does RS increase attack power/physical strength? From the manga RS increases durability against bullet, allow the user to fly and it is also fire resistant.
Aside from increased durability, it increases attack power by increasing speed, but it does NOT increase physical strength. Think of it like this: If Sanji without the RS can lift a certain weight, he will not be able to lift a greater weight with the RS. That's what increased strength is. Too many people act as if the RS gives Sanji that.
His attacks should become a bit stronger just by wearing the RS being it harder than any other clothes
The biggest attack increase should come only while using the propulsion system tho
I want the RS looking close to his normal double-brested Armani suit, but with a cape and collar, plus the gloves he's currently wearing. Everything on his head/face should vanish, especially the mask. Initially, I thought the mask was cool, and it is, but we'd be missing out on Sanji's face expressions with all that crap on his face. Expressions like this:
If Sanji's fighting someone that'll really push him to his limits and even beyond, I need to see Sanji's face.
Invisibility is broken or useless.
A power like that with CoO being such a central ability in any fight between strong opponents should have been the last one to give to a main character.
That unless somehow a very proficient haki user can hide his presence or the will behind his attack for brief spans of time losing an appropriate amount of haki stamina (and this would be a broken ability by itself).
If this is the case, the question becomes: how can Sanji be such a good CoO user after just 2 years trainingby himself probably?
Is he some kind of genius?
Oda has a golden opportunity to make Sanji the first character to utilize a reversed type of Observation Haki. What if, instead of sensing the presence/intent of other people, like regular observation haki, Sanji will be able to sense when others use observation haki, and upon sensing it he automatically erases his own presence?
The reasoning for why Sanji? He spent two years running from nightmarish people that wanted to violate him. I can see no other instance in the entire manga where someone would've had the need to extinguish their presence like in Sanji's example, especially for that long of a period.

Just like @Hiragaro said, Page One did sense Sanji's presence but Page couldn't react fast enough.
In the top left, you can see that Page was noticing Sanji flying through and then he got kicked because he wasn't react fast enough. Which means that Sanji got even a better hype

But on the second kick, Pageone thought Sanji was dead.
But he didn't think Luffy was dead after Ulti's attack (like the fodders did), he noticed Luffy's presence

Thats why i see so many people saying Raid suit + Diable Jambe + Armament Haki would be devastatinng.
I think Raid suit is not Damage/Attack power/Strength based buff. As you know in the anime, Raid suit is a powerup to Speed (The boots), Defensive (The cape), and the technique (For Sanji, its a stealth/invisible).
So when we see in the future Oda will put a raid suit Sanji + Diable Jambe + CoA, that is the day we've been waiting for.
