I am maybe a little biased because I'm a huge Sanji fan, but he showed all the qualities to have it. People who say he doesn't are just against Sanji in some way.

I would say 70% of chance.

Aye. I heard a lot about Steel Ball Run being the best JoJo series. I probably won't read it until it gets an anime or so lol.

I highly recommend you to read it, because:

- First, we don't even know if SBR will be made as an anime;
- Second, the manga could be very difficult to adapt for different reasons, and the result product may be below expectations .

You could read the colorized version, which is very good.
