Kuzan said Mingo would cause the biggest challenge to Akainu's vision, so I completely doubt Mingo's strength makes him a bigger challenge than the Emperors.

Mingo had the entire blackmarket and the WG at his fingertips. He has the ability to rule a nation as a king. Hancock who is an Empress and uses her charm to get what she wants, doesn't compare. Kuzan was warning Akainu to get Admirals ready to deal with the chaos that Mingo will cause, and he did.
