But it is not Cross guild which became a Yonkou. It is Buggy who became a Yonkou for making Mihawk and Croc obey him.
Mihawk and Croc won't get a bounty increase from being under someone with the organization doing absolutely nothing.

From WG perspective, Mihawk and Croc are underlings of Buggy not partners
