I’m pretty sure they are side characters from the start of the arc. Like what did Franky Ussop Brook Nami or Robin do in the first two acts. Those two acts that are 35 chapters long.

Wano was a mixed bag for me but I wouldn't call it the worst war arc I've seen. It still had some great moments, it just also had a lot of underwhelming stuff. Shame it didn't live up to all the hype.
