Kidd is as much of a Luffy rival as Crocodile is of any random wanna be who wants pirate king title, sails in New world and is still alive.
He isn't a balanced rival
He would be balanced rival if
-Killer wasn't a fodder to Zoro
-Jinbei and Sanji did not exist
-Luffy's bounty wasn't 3 times that of Kidd
-Him and Law didn't drop jaws at Luffy and Zoros feats
-Was not relegated to stalling Big Meme with Law while Luffy is fighting Kaido alone
Seriously what happens when Luffys "pirate rival" competes with Luffy post Wano
On one side we have three people significantly stronger than himself Luffy Zoro and Yamato.
And then you have Sanji and Jinbei.
Do you seriously believe Kidd and Killer can compete with Luffy + Zoro + Yamato + Sanji + Jinbei?

Law is precisely the WB of the new gen since he is OK with not being the pirate King. WB supported Rogers dream of becoming the PK By lending him Oden. Right now Law is supporting Luffy ambition even if reluctantly and will be ok with uncovering the true history and other taboo subjects without going for the throne.
Kidd on the other hand will likely challenge Luffy for the throne (just like shiki)at some point.
