The man himself! Silvers Rayleigh was introduced at quite the crucial point in the story!
He showed up when the main characters were about to start facing challenges on a totally different level ( going to the new world ) and the world of One Piece was about to be greatly shocked ( Marineford )!
Quite similarly The Left Hand of the Pirate King Scopper Gaban is also introduced at another crucial moment in the story!
While they are now a Yonko crew and, in theory, don't have much to actually fear, they are about to face challenges on a different level than before, which is quite crazy! They have to acquire the One Piece, face the World Government (in theory, the greatest enemy), deal with Teach, and who knows what else! And again, because of these, the world of One Piece is about to be shocked once more (as if the Egghead event and the recent fall of two Yonkos wasn't shocking enough xD).
Ray Ray had a mentor role for Luffy. He had to prepare him to face these challenges. At that point, while similar to Roger in Rayleigh's eyes, Luffy was merely a candidate (which he, of course, decided to bet on and train)!
While Gaban immediately also saw Roger in Luffy, he met the man who was able to face and beat those challenges—the man who beat Kaido AND looks like the freaking Sun God. More than anyone, to Gaban, Luffy is even more clearly the one they were waiting for. I don't think he's testing his strength since he already proved to be quite knowledgeable of Luffy's latest accomplishments (Kaido's defeat happened like yesterday xD). I feel like he is testing his resolve (and maybe just having a little fun).
So now I wonder... what is his role gonna be? Even if he is the man with the burning scar, it would probably be quite lame for him to just hand over the Road Poneglyph and dip out, right? He's definitely here for a bigger purpose, and I believe, like Rayleigh, he will play a key role in preparing Luffy/The SHs for the real deal!
