It's not really arrogance, but a lack of understanding where Oda is going to have to make a choice for whats best on the narrative imo. This goes for any fanbase.
Fundamentally, i just wish "fandoms" in any capacity would understand this fact, because there are 2 basic "rules" that Oda follows with this plot:
1. Luffy defeats the villain of an arc (i dont need to explain why this was a detriment to a certain fandom)
2. Characters with narrative importance are king in this story and are always reserved for major arcs (i.e. people didnt believe Vegapunk or Kuma would get a focused arc/plotline)
If you understand this, then it's VERY easy to understand why neither Blackbeard or Shanks can lose these encounters. Take away the powerscaling logic (which doesnt make much sense since neither Law or Kid beat BM alone...), and just think about the narrative. NOTHING will make Oda have his two most "hyped" competitors for One Piece lose before Luffy encounters them.
They are far too important, far more than Law and Kid in terms of how they impact the plot, to lose and be made irrelevant. Kid of all characters is not surpassing Shanks before Luffy is shown to be.
