Oda made it clear the several Times as far as I remember the battle was supposed to be over After Ace + WB's deaths

Akainu did Kill marine soldiers only because they didn't Obey to his justice

It explains why those soldiers like Coby weren't Killed or fired from the Navy After the War
They were lucky some one armed guy came

If we go by any antagonist, I'll say Tashigi.
Women do have a right to not be look down on doing stuff even if they are physically weaker or slower. It just ridiculous that Oda has to limit himself this way when it's a fantasy story with powers and the likes.

Sengoku has the supreme power to veto and order the end of the war. This does not remove the powers of a Admiral and other officers to give orders to foot soldiers. It was actually show that they were giving orders to continue the battle, even after the death of WB+Ace, not only Akainu.

Akainu was show trying to kill soldiers because they were deserters and it was in his right. Coby was a target because not only he stood in his way but also because of insubordination. Like he said the navy didn't need pussies that were in favor of criminals.

Coby wasn't punished because he was protected by Garp and I doubt Akainu even give a shit about him after the aftermath of the war (fight with Kuzan and recreating the Marines as a more effective force). Pure nepotism.

The OG Higuma was just getting the world rid of filthy pirates.
Vivi and BW were killing Lavoon (an animal) to feed themselves, not evil.
Mr.3 was just killing pirates, good guy.
Wapol was just taking back his legitimatw throne, usurped by revos.
Crocodile was killing a celestial dragon to free Alabasta from the WG.
I can go on all day.

1. Children (age or mind or both)
2. Edgelord and mental children(see point 1)

Killing Marines who were afraid of war isn't wrong?
Blaming children (they were pirates, yes) for the sins of their fathers isn't wrong? He only ever referred to Luffy as "Dragon's son" btw.
Trying to kill Koby isn't wrong?

He does whatever he deems is necessary as per "Thorough Justice".
Which Oda is again & again portraying as a wrong philosophy - in fact, he even said in an SBS that Kuzan once used to have "Burning Justice" as his Philosophy but after the Ohara Incident, he thought about it long & hard and then changed it to "Lazy Justice".
