I'd say that all of the Supernova crews qualify. They cruelly lack personalities and real characterization or memorable design, aside from a few individuals such as Bepo, Heat and Wire whose personalities aren't even that developed or memorable either.
Pretty much all the Worst Generation crews (besides the Straw Hats and BBP) were left pretty thin and weak with regards to characterization and story importance. Kidd and Law's crews were neglected in a very bad way imo.
Oda seemingly agrees with you lol. With the exception of Marco and uhhhh Blackbeard, we don't know if they're even alive. He could have at least put them in a cover story or something. It's been 15 years
I suspect a lot of crews are pretty thin and boring because Oda didn't want to corner himself with details and scaling their strength relative to the needs of the story.
It's a lot easier to just leave negative space that can be filled up with supplementary material like data books, novels, movies, games, animated specials, etc.
One Piece requires that type of planning to be manageable from an IP development standpoint.
- Hmm WB crew i guess. Except Marco and even him no one truly cares about his past etc. Law and Kidd crew too.
- Shanks' crew are blank ... probably gets too overshadowed by their captain ...
- Show to anyone current SHP, they would say only 2 or 3 are interesting but no one else when they were GOAT tier pre-skip.
In Post-Skip, Doffy crew was interesting and Doffy was top notch.
Beast Pirates takes the crown imo. The calamities were damn interesting. The TR6 were fine too. Kaido was lame as a character but interesting in fight.

I'd say the first antagonist crews that appeared in the series. For example, the Buggy Pirates and the Black Cat Pirates (Captain Kuro's crew). The Krieg Pirates have an interesting crewmember (Gin), but it's still lackluster.
Obviously, as I said above, I'm talking about relevant crews to the story arcs. Every crew not related to the main plot (e.g.: cover story crews, Supernova crews, etc.) is bland, this is how much Oda cares about the side characters.
The Firetank Pirates are a good example on how relevance can make a crew better. In Sabaody, Vito and Gotti are nowhere to be seen, but in WCI they were introduced to lift up Bege's uninspiring crew. However, it didn't happen with the Heart Pirates and the Kid Pirates in Wano, so Oda might just not care about most of the Supernova crews (he even got rid of Drake's, Hawkins' and Apoo's crews 😂)...
