I don't know who they are but it's super obvious that they're the Tobi roppo force of the WG.
After this chapter it's hard to say that the Navy is a major part of the WG forces, they won't be defeated at the same time and place.

- Captain - Imu
- Elite commanders - Gorosei
- Veterans - Holy Knights
- Seraphim as Pacifista
- Fodder - Cipher pol

They're more and more shaped like a crew.

That's a bit harsh on Cipher Pol. It's too many tiers to just call them all fodder. They probably range from Admiral down to fodder and even the fodder are trained soldiers.

CP-0 leader = Admiral/Magellan-level (?) (2.5-3.5b)
CP-0 masked agents = Maha/Lucci-level (500m-1.5b)
CP-0 regular agents = no idea
CP-9 ≈ based on Enies Lobby 50m-300m
CP 5-8 = no idea
CP 1-4 = no idea

Holy Knights are probably Tobi Roppo of WG but stronger. Tobi Roppo range from 280-560m. And we know CP-0 masked agents are ≈ 500m-1.5b. By hype HK are stronger than CP-0.

So a guess is the HK are 1b-3b. In other words perfect opponents for Shichibukai.
