It is said man with burn scar is in possession of this poneglyph . He sails on black ship and create ocean vortex that destroy ships.

Do you think he is completely new unseen character or someone already introduced. What are theories about this topic.

Can’t be Silver Axe because he’s already dead (the Rocks Pirate with the helmet is presumably him unless Oda chose to highlight some random unnamed Rocks pirate)

Can’t be Wang Zhi because BB beat him already and doesn’t have the 4th RP.

Can’t be any other known Rocks subordinate for obvious reasons.

If it’s a known pirate, it’s either Rocks himself or Scopper Gaban

Good question.
If he really is backing them up but keeping the RPG with himself, I am sure Oda will cook up a reason why.
Shiryu implied that WG having one of them is a brilliant move that prevents new PK from emerging.
Or maybe, he did deliver it to Mariejois but has a rubbing of it on his ship...

Pangea Castle isn't even that safe, Sabo broke into it pretty easily, however keeping it on a ship that's always sailing would be practically impossible to find, I mean, Zou is essentially impossible to find since characters need a Vivre Card to get to it, and it's an entire island, imagine a single ship, on top of that the Burned Man can create whirlpools to keep away any ships that get close by chance, it's actually pretty much the best way of hiding one.

There are certain areas of the castle that are clearly very hard to reach without alerting the Gorosei or Imu. Otherwise Imu's existence would have been leaked by now.

I thought the assumption was he had information about the 4th Road Poneglyph, not that he actually had it.

The burn mark guy being in the employ of the WG does have holes in theory. It does seem to be the better option to just have it locked away with Imu where no one can get to it.

Whirlpools are great and all, but so many characters can fly anyway. If it’s a contingency to sink everything including the Poneglyph if someone somehow catches up, then it’s still pointless because they could have just sunk it years ago.

Being in the manga doesn't make someone canon... One piece is filled with such characters with shiki being at the top. Added for a movie... Has no relevance in story.

You can claim that they aren't important just because they're in the manga but they certainly are all canon. He's had more than two scenes by now.

I agree with you that he is not filler. But to explain to you why a lot call him “filler”. He was introduced as a filler character or better said as a movie character. Meaning he was created and designed for the movie. Oda than turned him canon. But this also means that because Oda didn’t come up with him and never planed to use him in the story as a major character, that he will not be that relevant to the story.
