-the user has enough and insults the harasser
-the harasser immediately reports the comment while laughing
-gets upset when the insulter gets a slap on the wrist while they likely get punished instead for harassment


You'd be surprised how many think they're abusing a loophole and could get off Scott free by bullying a user without using direct insults
