Imu has 5 top tier commanders under him, the gorosei. All having conquerors and mythic zoan awakening.
In order for Luffy or Teach to be on that level, they need to have 5 top tiers on their side as well.
Luffy has Zoro and Sanji, both who will likely reach top tier. In the Wano fight, Kid and Law beat BM while Yamato fought Kaido 1v1 before Luffy.
This could possibly set up Yamato, Kid, and Law to complete “Luffy’s Gorosei”. Yamato wants to join the SHs, and while Kid and Law are their own men, they could easily fall into an alliance where they are functionally straw hats(basically what happened in Wano, dressrosa, and PH).
Kid does have his thing with Shanks tho, which means he could alternatively fall into Teach’s hands. Rocks had 3 top tiers on his crew, not counting Kaido who didn’t have his fruit and was an apprentice. Apart from Kuzan nobody really compares to the Rocks commanders. Shiryu is very unimpressive. Kid is at least a confirmed conqueror with a broken fruit.
My guess is he allies with Teach and then eventually switches to Luffy’s side at the end.

I don't really know what Kidd will do now, I think he probably wanted to fight Shanks because Shamrock attacked his country as a kid ( hehe =] ) but Shamrock's behaviour against Loki, being triggered by his words so much and attacking him while he is tied up, doesn't seem to be the behaviour of someone strong, and I think Kidd is at least stronger than yc+, because Yamato is yc+ and can only stall Kaido for a bit, but Kidd, that I think is around as strong as Law, if there are two Kidds, they defeat Big Mom, who is around as strong as Kaido, so Kidd probably actually wants to defeat Shamrock, but Shamrock's strength may not be such a big deal that Kidd needs to train much, but then he probably won't come back without getting stronger, but then what, he comes back just to mid diff Shamrock?
