We've seen characters interact with light multiple times, I have no idea why you're confused about this very obvious answer. It's the same as countering any logia powers. We've seen people block light from the moment Kizaru was introduced including Sentomaru, Lanji is also wearing light touching boots (which I'm sure is just a coincidence to you). People with haki have blocked earthquakes, magma, fire, smoke, lightning even spatial cutting powers and you're still fumbling around out here pretending like deflecting a franky-level attack is something incredible.
Kizaru was surprised the same way Mihawk was surprised when Luffy dodged his attack at marineford. He just didn't expect a weakling on that level to be able to do anything against his casual attacks.
It's obviously not the same because Kizaru never, ever reacted like that and Franky emphasizes that it was a laser only for Sanji to later explain why he could stop light itself, making it obvious that blocking it just like that was far from ordinary.
The boots aren't light touching, never have been adressed like that; only the gloves.
If you have, first, the very experienced top tier man of light who almost never reacts at anything reacting with unprecedented surprise at Sanji blocking the laser; Franky, the engineer who studied laser technology, losing his mind at Sanji blocking the laser (which, by the way, completely counters your absurd example of Mihawk, who anyways didn't react the way Kizaru did, since Franky didn't describe it terms of power scaling but interacting with physics, which is the theme followed throughout the whole interaction); and Sanji himself giving an explanation as to why he could block a laser; plus other instances like Zoro describing King's technique as unblockable because it's like a laser; then it's painfully OBVIOUS Oda doesn't intend you guys to think "Bruh, that's ordinary, nothing special".
Because it's clear as hell it wasn't ordinary but incredible for everybody involved. But this is a simple fact you will never understand because you keep trying to read that scene from a power scaling perspective when it had nothing to do with that.
