It's not like they didn't hunt him tho. However one thing which makes this odd is CP9, besides Robin, Luffy should have been their priority as well.

Maybe the way he uses his df is different from how the Joyboy used it.
Actually forget about this, without Robin Luffy being Joyboy would mean jackshit, neither would the df matter, till he got now too powerful and with Robin in the crew

Yeah it doesn’t make sense that they wanted the fruit so badly they imprisoned Whos Who for failing then didn’t seriously pursue Luffy at all. Somethings up here
That’s where the “Shanks is a traitor” shit starts to make more sense; they punished WsW to make an example out of him, but they knew the kid who ate the fruit had no idea what it was, and they had a Yonko keeping track of him just in case, maybe that’s why they didn’t feel the urgency to take care of him when it was easy. Hell, if nobody else Awakened with it in 800 years, they probably thought it wouldn’t happen at all.

Even so, the SHs were so famous and neg diffed at Sabaody, at that point everyone and their dogs in the WG should have gunned him down.


We could argue that the requirement is actual death (if you believe he died), that would be a first for him. Near death and actual death are not the same I guess
true, but i was just trying to think of the reasons why the WG didnt try harder to get rid of him earlier... before Wano and his current stats/skills, he was just a rubber boy, unable to awaken even if he died?

If they had Shanks keeping check of Luffy that makes a lot of sense too. Though a bit odd they’d punish Who’s Who then immediately have his thief spy on the fruit user for them

Think about it, why would a fodder like Whos Who be responsible for guarding such an important fruit? It was actually Shanks who was supposed to be guarding the fruit on behalf of the gorosei, but he was an op. Luffy ate it and Shanks loved Luffy so instead of telling the world government that Luffy had eaten the fruit, he "gave his arm to the future". He decided he's gonna bet on Luffy by telling them that an enemy forcibly took the fruit from him and he lost his arm in the process. This soured their relationship but he recently made up for it as the Red Snitch by linking it to Luffy but only when he felt Luffy was strong enough to defend himself (aka he's ready for the smoke). That's why they will meet soon, he's gonna be given the task to end Luffy's life.

What if Shanks was the reason the Gorosei never hunted Luffy down before? Shanks cut a deal or told them to leave Luffy alone or else. So they did. But at Mary Geose in Reverie Arc, Shanks gave them the go ahead and that Luffy wasn’t under his protection anymore?
Wouldn't even mind. I doubt the pirate is gonna be BB as he already warned WB for him, and he met his demise thanks to his plotting.

I am leaning to the pirate Shanks warned Gorosei of being Luffy.

There are only a few options:
1) They didn't know that Luffy's fruit is this particular fruit until recently
2) They didn't know the conditions for it to be awakened (so they opted for killing Luffy)
3) They underestimated it being awakened because it hasn't been for a long time

I don’t know, perhaps Shanks went to them after stealing it and used it as leverage? You said we can tinfoil here, so I’m guessing that the red hair came to disagree with Roger’s vision of the future because he didn’t see what the rest of the crew did at Laugh Tale, but he learned enough of the details once they returned to fuck the whole plan up; he pinpointed the Gomu Gomu no Mi so he could make sure nobody ate it, telling the Gorosei that he would protect it even before he became one of the four most powerful pirates in the world; once Luffy ate it, both Shanks and the WG decided killing a child was in poor taste and that it was better to keep him under the former’s long-distance mentorship just in case he wanted to do something reckless like become the next Pirate King :smart:

Okay this actually tracks. Especially playing into the world’s mystery of how Shanks lost his arm. Only thing that doesn’t sit with me is why the WG didn’t pursue Luffy after Alabasta.

I don’t think the admirals get told shit honestly. They don’t know Luffy’s fruit is special

Wouldn't surprise me if we have after this arc Shanks/WG alliance to actually kill Luffy, seeing how things are gonna go south btw the Navy and WG for doing shit behing the Navy's backs, Akainu will be the one to be disgraced as he's the outside face. And the balance of powers is being deatroyed with no pirate on their aid and the Yonko being removed.

It's hella sus Shanks of all characters obtaining the gomu gomu df, I wasn't on Evil Shanks theories before, he might not even be necessary evil, but just someone with other agendas we aren't aware yet.
