Bounties don't really have much to do with strength level or how strong a character is,.

Have to ask when a bounty is given... a bounty is ONLY given after a crime is committed or an incident the WG deem threatening occurs. No bounty is given otherwise.
Even when Luffy came from the time-skip and showed he'd grown stronger after 2 years by using Haki against a Pacifista, he still only had a 400m bounty which was after Marineford.
His bounty only became 500m after Dressrosa incident which was a crime against the WG.

  1. When did Luffy get his first bounty? After he hit a Marine, defeated Arlong, Krieg, etc. He had a 30m bounty.
  2. He got his next bounty after he defeated a Shichibukai, earned him a 100m.
  3. Skypiea, he defeated Enel, but because the WG didn't know about it, he received no bounty.
  4. Point being characters get bounties based on how huge the crime they committed was, or how huge the incident was. WCI was a huge incident, so he got a 1 billion beri boost.

Another reason people get bounties is if you're involved in a huge crime. If you're a part of Luffy's crew, he does something major... the WG will give you a bounty if they think you played a role which is why after Dressrosa, even Nami got a 50m beri increase and she really didn't do anything.

Boa Hancock's bounty doesn't mean much. It only means all the crimes or incidents she's been involved in have earned her a value of 1.6 billion. It has nothing to do with her strength.

Luffy had a 500m bounty when he defeated Katakuri - Katakuri was never 2 times stronger than Luffy, and Luffy was not 1.5x stronger than Katakuri after he defeated him, it was a close battle - if it was about strength, maybe his bounty would have been 50m higher, not 500m.

Burgess has a 20m beri bounty at the start of the series, and Nami had a 16m bounty. Burgess was a Haki user at the time, and was someone capable of surviving in the New World. Nami at the time couldn't do that.

Robin having a 900m bounty doesn't mean she's almost as strong as Jimbei, Sanji or Zoro, she is significantly weaker despite roughly 100m bounty difference. She defeated Black Maria whose bounty is around 400m? Not like she defeated Maria with ease, so it wasn't close.

Nami currently has a bounty in the 300s, and compare her to people with 300m? Caesar, Pedro, Kuma when he was an RA capable of defeating entire country militaries.... Luffy and Kid 2 years ago... the level in strength is different.

You can be the strongest in the world, but if you don't commit huge crimes , or are not involved in huge incidents, you may only have a 30m bounty.
Hancock may have a 1.6 billion bounty, not because that value shows how strong she is, it only indicates all the crimes she has committed accumulate to 1.6 billion.

After this arc, everyone will get a bounty increase because they committed a crime, not because of strength levels. Hancock's bounty isn't that big a deal, bounty is just indicative of criminal activity.

Usopp has a 500m bounty.
At 500m, Ace was strong enough to be the second division commander, he was able to clash with Admirals. Law was able to 1 shot Vergo with a 450m bounty.
Ace was also strong enough to bruise Whitebeard when he had a 500m beri bounty or lower, don't think the same can be said for Usopp.
Is he strong enough to defeat Joker? or Cracker?
Look at most people with a 500m bounty, and Usopp is nowhere as close to being as strong as those people.
Bounty has never = strength.
If you commit a crime, you get a bounty, that's really all there is to it. If you do nothing, you get no bounty.

Robin having a 900m bounty, yet she's nowhere close to being as strong as Katakuri with a 1 billion bounty, Cracker with an 860m bounty, Smoothie with a 900m. All these people would arguably still defeat Robin.

Hancock's bounty doesn't mean anything, it's really just a number to reflect crime. That's all bounties are. Do something bad, the WG give a bounty.

Usopps bounty is literally a gag and we saw why he has it.

Doesn’t change the fact that Oda, Luffy, Marco, and Bege all use bounties as a way of powerscaling characters in the verse because that’s the narrative purpose of giving bounties to these minor characters and villains.

Beating 2 guys around Perospero level via hax isn't a huge feat to make her low top tier

People say this as if getting caught off guard somehow excuses the character with terrible defense.

In a series where fights have, and can, rage on for hours, days on end, if you can't get caught off guard once without succumbing, you aren't top-tier or anywhere close
Neither Kaido or Luffy could react to Mr Go. And they both have future sight.

Even Katakuri get caught off guard when he is unfocused.

Garp got stabbed by Shiryuu even knowing it was a trap.

And many more situations like that.

You're ignoring things that contradict your view.

Bounty can only allow you to make reasonable assumptions about a person. It can't tell you anything factually other than they've committed crimes and been involved in enough incidents to acquire x-amount of bounty.

If you're a home owner looking to make some renovations.
  • You have the option of 2 carpenters, one is 35 years old, the other is 50.
It is reasonable to ASSUME the 50 year old carpenter is better skilled than the 35 years old, but it DOESN'T mean it is true.
  • The 35 year old might actually be much more skilled and even more experienced than the 50 year old.
Even if you guess the 50 year old is more skilled than the 35, you're not illogical for making that assumption, but end of the day, the quality speaks for itself and the 35 year old just happens to be better.

A bounty is no different, it allows you to make good fair suggestions about people, but suggestions and first impressions are not facts. A 1 billion beri bounty can have you suggest x person has Armament Haki, King's Haki, Future sight, but it doesn't mean they do. It doesn't even mean they're strong. Robin's 900m bounty is almost as meaningless as Hancock's.

Someone who looks good, dresses well and smells good for an interview can suggest you're dealing with a smart person. Doesn't mean they're smart.

You’re putting way too much thought in a simple tool used to give a physical number to the strength of minor characters and villains and using main characters who are constantly changing as a ruler despite knowing that these minor characters like Boa and commanders aren’t getting bounty changes like the main characters are.

A bounty is a narrative tool for minor characters so that Oda doesn’t have to spend time giving them actual strength showings and can say “this character is worth this much! Wow! And we thought characters worth less than them were impressive this guy is really strong!”

That’s the narrative use of bounties. Keep on trying to talk your way around their importance by mentioning characters constantly changing; but what I’m talking about is how Oda is using them in verse and even has characters in verse talk about them like this as well. We’re pushed to believe this is the way to scale and compare characters. there’s no reason to be like “X’s bounty is 300 million for X 200 million for Y and 600 million for Z.” Cause then you’re putting more thought in it than even Oda does
