I don't think Ashura itself is CoC, but rather Zoro unlocked CoC because he pushed himself to 100%.

CoC isnt exclusive to conquering. It is just accumilation of desires one has.

There's a fundamental problem with this which is Luffy himself.

While for any other person, being the PK is being "above all" and "conquering everything in the world", Luffy already stated multiple times this is NOT why he wants to become PK. He just thinks the Pirate King is the person with the most freedom in the world.
Luffy is the antithesis of a "conqueror". It's not his goal. Yet, he still has CoC.
