A swordsman is also an useless position too. So is a cook (you don't need a Michelin star chef, just a person keeping scurvy away). And a musician. Knock up stream helped destroy Merry, in Fishman Island their buble almost exploded and they evaded Garp because they had one trick to fly away (what would happen if said trick wasn't operative?). And let's not mention situations where a good helmsman would have saved the day, such as climbing Wano's waterfall. Usopp was capable of more or less fixing the ship until Franky joined; but Franky did it better and more reliably. Same for Jinbe.
It doesn't matter whether Jinbe is a New World veteran or not because the point of his character is that he hasn't gotten the chance to grow nor achieve his dreams. It was made clear in Whole Cake Island when his own crewmates exhorted him to leave and join Luffy: since day one he has never lived the life he wanted for himself and his own goals but has only fought for his responsabilities. Which is laudable but against freedom. Sailing with Luffy is his chance to finally stop discrimination against fishmen, discrimination that is a core theme in this story as pretty much every non human has faced it from the World Government (sometimes to the point of genocide). Saying that his only real place in the story is muscle when he represents the fight against discrimination is boldly simplistic.
Rayleigh achieved what he wanted and his will was linked to Roger's. He's in no way like Jinbe. Regarding the "Straw Hats goofy dynamic", he is no different than Robin. Jinbe just plays the straight man, which is a role older than you; too much goofiness kills comedy.

Never said they were needed, not sure what your point is here. I was responding to the point that Jinbei has a role to fill but no he doesn't.

Not to mention the complete lack of any skills outside of combat. Outside of Zoro all crewmembers have somthing going for them. But well,if Oda wanted her to join he could've given her something on the spot.

Noone else in the crew is close to being able to truly steer the ship. Put Jinbe in the different situations I mentioned and they will overcome it more easily and in a safer way. Simple as that. Whatever level of fix Usopp achieves is similar to the level of steering the rest achieve in comparison to Jinbe.
Sailing with Luffy is the only way to achieve a systemic change. Sailing with the Sun Pirates and joining the Shichibukai was a blotch; he was never going to achieve his dream that way and this was made abundantly clear.

I think Bonnie makes a bit more sense than those Wano ideas. Momo, Yamato, Carrot and such.
Only Nakama make sense that we need to see more of throughout the whole final saga.
