So out off all the titles oda unintentionally or not definitely shat on mihawks the most in comparison to the other 2. Just based on the fact their even can be an argument on who counts or not as potential competition for the title.
Doesn't help that we don't know others that strive for the title other than zoro. While whitebeard and kaidos titles are basically synonymous with just mean the strongest in general and most people obviously want that to be them

mihawk - worlds strongest swordsmen - literally anyone who can use a sword or is skilled in using a sword. Tho how skilled you need to be also doesn't matter cause random fodder marine #365 from west blue can be considered just as much a swordsman as mihawk.In story we know just because someone carries a sword, is able to overwhelm other swordsman with his sword skill, and can coat it in haki it doesn't mean they're actually a swordsman. What actually makes someone a swordsman? At this point whether or not oda decides so or not.
