No one outside Sanji fandom puts any weight on that statement. Rule of thumb is if a statement is not getting reinforced every now and then through repetition, It's not worth focusing on.

Also, hasn’t Oda said that Nami draws maps on her leisure time? It is not exactly exciting enough to be on panel of a battle manga, so it is forgivable.

World government issues Bounty and SHs will go against them definitely in a war which engulf whole world.


If there won't be any WG then who will issue bounty?


But I do think once Luffy becomes PK and Zoro becomes WSS they will reach to top of their bounties. And, I see this happening before they clash with world government.

Because Oda is mirroring Roger's journey. Roger became PK and then after learning history wanted to do something but failed which caused him to go for great pirate era.

To be fair, normal day to day lives of any people would be these type of typical interactions. Water 7 stuff worked because of the context. I don't think that type of interaction is normal, it was appropriate for that specific situation. We also got some of that in WCI.

Sanji's claim has a better chance of coming true considering the joke of an author Oda became.

Zoro is also part of the pirate king's crew making him a worst criminal than any pirate of a normal crew.
His final bounty will be in the 4 billions.

As for Luffy,we know Roger is only the biggest pirate bounty meaning there are worst criminals out there with bigger bounties(Dragon) so Luffy who is going to directly defy the World Government and turn upside down 800 years of history is surely going to surpass even Dragon in bounty.
Luffy's final bounty might surpass the 6 billion mark.
