It's not really about the fire cutting ability which seems to be special for Kinemon but the fact that he cut Kaido from a distance. That means he sent his Ryou flying to cut Kaido which is something Zoro has done before in Punk Hazard. Also that is the trait of Enma

I think there is significance in Kaido's statement that the Scabbards were using Oden's Ryou when they cut him. This means at that time they unlocked a new level of Ryou. If that is Oden's Ryou (advanced haki) then it could imply that they could tame Enma like Oden did.
Oden's haki skill is way better than the scabbards. So no, Kinemon and others can't wield Enma. Also, Oden had to be a Armament Haki prodigy because he was able to wield, even when swordsmen before him couldn't. Oden childhood portrayal is similar to big mom, both we're absolute monsters as kids. Dude grew strong enough in wano alone to clash with prime beard. Then grew even stronger after his voyages. And because swords in one piece can take on the user's will/haki, Zoro's haki had to be comparable to peak Oden to even survive Enma.
Oden is easily mid-top admiral lvl, Zoro was low-mid admiral lvl in dressrosa. Thus it makes perfects sense for Zoro to be able to wield it because he was in that range.

Flying slashes coated in haki are common thing among good swordsmen.
It is impressive that a flying slash from Kinemon could cut Kaido who is quite durable while Mihawk's flying slashes didnt cut Jozu and Mr1. Granted those happened in pre-TS when Haki wasnt focused on and there is the thing of cutting exactly what you want and not cutting things you dont want...
Taming Enma is just Oda saying "Zoro is on a whole another level than anyone else in Wano".
Facts. To cut only what is meant to be cut is peak swordsmanship.
