Nobody is immune to boa's powers including luffy. But if we are strictly just talking about the Mero beam only then that's yet to be determined. Remember if Zoro shows any strong emotions it doesn't just have to be sexual attraction for boa's Mero beam to work on him then no he's not immune.

They're attracted to her, it doesn't mean that Boa can touch them and they turn into stone because she did the same thing to some pacifista.
The fact that Teach needed his Yami to disabled her fruit makes it convincing that haki is not enough to counter it. For example, Vergo's haki was for sure better than Law in PH yet he cuts right through him. Of course if haki is the tool to disabled Hancock's DF then I'll admit that I'm wrong but until proven otherwise, you can't stop Hancock's hax unless it's Yami Yami no Mi.
