Enma is in the possession of Zoro because of where he reached
This was taught in First Saga, Powerful Swordsman can tame a Powerful Sword

A weapon only unleashes its full power in the hands of a master. Tengu said normal swordsmen would turn into a mere husk if using the blade. Kinemon said he wouldn't take the sword himself. Zoro is able to unleash Enma's power. And Enma's power is basically to absorb high amounts of the users Ryuo. Zoro's Ryuo in this case. Not Oden's. Big Mom saying Enma is no ordinary Katana is true for its properties. But it's not Enma itself that cuts. Or else Zoro would've cut Kaido the first time.

Big Mom saying Enma is no ordinary Katrana doesn't mean Enma on its own makes the cuts. Enma is still amplified by Zoro's Haki. What's special about Enma, is the way it sucks out your Haki.

And still, Tengu said Zoro will achieve what Oden couldn't.

Enma just depletes Zoro's Haki more than he intended, that's it !

And yeah Enma bears not only Oden's will, who used it all his life, but also Kozaburo's will, a swordsmith AND swordsman who is the one who forged this katana (making him obviously the first to have ever used Enma).

Give Enma to any other swordsman in Wano and all that happens is that 1) it won't harm Kaido because their Haki is too weak and 2) the swordsman himself turning into a corpse because he cannot handle Enma. While Zoro has both powerful Haki and the ability to tame Enma.
