Enma 39 y Oden >> Enma 16 y Oden.

Prime Oden with Enma > Current Zoro with Enma.

39 y Oden without Enma is maybe stronger than 16 y Oden with Enma. But weaker than 39 y Oden with Enma.

Mihawk without Yoru is likely weaker too than with it.

Haki is something that all humans can learn. CoA and CoO that is.
The advanced forms depends on how much you train and develop your Haki. As Rayleigh said, fighting strong people with strong Haki can hlep you develop your own. Like what happened during Luffy vs Katakuri, or a specific type of training, like Luffy training with Hyogoro.
It's something all can do, in the sense that it's hard, and not everyone can achieve that level of Haki.
But "all" can try achieve it, and there's no barrier except one's own talent and effort.

@ShishioIsBack EOS Zoro being top 2 in history along with Luffy is incoming. Already now he is a serious threat to Kaido, with Big Mom being scared of his badly Zoro could damage Kaido with Enma he has still to fully tame. Now imagine EOS Zoro with stronger Ryou and 3 Kokuto blades, using Asura with 9 Kokutos and 3 black Enmas..
