Well, man was tanking Luffy's attacks yet BM told him to dodge Zoro's, so you can surmise he wouldve taken actual damage from it.

Nothing scales to dragon form. His neck is all out of proportion. Law is literally taking a random potshot at a spot in the body. We don't even know if a Dragon has multiple hearts, stomachs, whatever the fuck.

There could be 5 or more if enough people had the power and influence, so BB being the only one to become an Emperor means that no one else over the TS had the strength to become an Emperor. Marco and BB are not Marco and BB, they were WBP and BBP, they were groups that were strong enough... otherwise individually weevil clearly was mentioned equal to WB and Mihawk was rival of Shanks
Admirals are chosen from strongest among single individuals from all the Marines around world.... and if single individual strengths were considered then clearly Marco wouldnt be included or others could be added in that list beside BB and Marco ( like Weevil, Mihawk, Beckman, Rayleigh )
