BOAT is a "mix"of CoA definition and CoO.
People talking about Zoro "sensing" >>>stones<<< and, therefore, using CoO.
But CoO (and Mantra) is said to be the ability to sense living things.
Imagine if you can just use CoO to sense where the road poneglyph is. :P
There are probably times when people use CoO use it to sense inanimate things, but, as I said before, CoO is the most inconsistent of the 3 types.
There's 0 sense saying anything else but Mantra or actual CoO usage (like the snake sisters) is, indeed, CoO.
Trying to make sense of something that, to this day, the creator himself can't actually explain properly is a fool's errand.

As an arbitrary power scaling system this fanbase likes to try to defend their arguments? Not at all.

As a measure of "ambition" to achieving your goals? 100% at least since Blackbeards conversation with them in the 230s. That being tied back to Shanks' staredown with a sea king? Likely a retcon with Haki and at the time was used mainly to show how fearsome Shanks really was.

CoC was implied in chapter 1 through Shanks. As for CoA, Smoker was introduced in chapter 97, so if Oda had the concept of Logia in mind since chapter 1 (likely), I'm sure he had a way of combating Logias too, since it would make no sense for them to be invincible throughout the series. So what's left is CoO and I'm sure he had something like that in mind too. With both CoA and CoO being used by Zoro before chapter 200.

CoC was implied in chapter 1 through Shanks. As for CoA, Smoker was introduced in chapter 97, so if Oda had the concept of Logia in mind since chapter 1 (likely), I'm sure he had a way of combating Logias too, since it would make no sense for them to be invincible throughout the series. So what's left is CoO and I'm sure he had something like that in mind too. With both CoA and CoO being used by Zoro before chapter 200.
Logia appeared since East Blue Saga with Introduction of Smoker so CoA was 100% Planned since Chapter 1

Characters like Garp and Mihawk were always meant to be badasses and I'm sure they were intended to be able beat Smoker so whether it was with haki or some other kind of power system I'm sure some idea was in place, seastone was always meant to be rare and used to be able to apprehend criminals since otherwise the limit on powers would be too extreme and the idea of every decent marine and pirate crew fighting with seastone makes way less sense than whatever issues people have with haki
