Yup. The drug is strong enough to react with the Lineage Factor (DNA). It modified Sanji before judge's modifcations could do anything. Or it changed Judge's modifications. Either way its impossible that the only thing it affected was emotions, since Sanji never turned into another Reiju. It altered Sanji's powers from Judge into something else.

And assuming Vegapunk is the only one capable of making something that strong to counteract Judge's modfications. Vegapunk made Sanji's fire powers:steef:
